BALTIMORE COUNTY FORESTRY BOARD 2001 ANNUAL REPORT

Do more with less has become a never-ending slogan for the Board. However, the members of the Board have expended a great amount of effort to build upon last year’s goals and sustain the momentum for this year and plan for 2002.

 

Accomplishments:

 

We no longer publish the Newsletter "Tree Talk". In June of 2000 we opened our Web Site www.bcfb.sailorsite.net and for this year had a total of 24,922 requests. We also have an E-mail address listed on the web for questions and comments.

We have participated in many public events included are MAEOE, MACO, and Maryland State Fair. Presentations were made at The Community Outreach Conference and Baltimore County Science Teachers Conference. We were invited by MSDE to make a two-hour presentation on the Schoolyard Reforestation/Wildlife Habitat Program at the Science and Math Eisenhower Conference in March.

One of our board members had the pleasure of serving on the steering committee at the University of Maryland - College Park for the development of the "Urban Forestry Program" that offers a BS Degree.

The Board coordinates the recruiting of private and public organizations for the environmental section of the Coast Weeks Program held at Rocky Point Park.

 

Funding:

 

The board received a grant of $7251.00 from the Baltimore County Department of Environmental Protection and Resource Management.

We received $25,044.00 in grants from the Chesapeake Bay Trust for tree plantings and materials for growing - out stations.

In 2001- 2002 a $20,000 matching grant from the USDA Forest Service was awarded to the Department of Natural Resources - Forest Service I.E. Program for the development and production of an educational forestry video "More Trees Please" which is directed toward 4th thru 8th grade students. The Forestry Board was instrumental in coordinating the videos production in Baltimore County, the CD recording of "The Schoolyard Reforestation /Wildlife Habitat Program" and developing supporting lesson plans for the packet to be distributed statewide to science teachers.

 

Education:

 

The Schoolyard Reforestation/Wildlife Habitat Program was revised for a third printing and the complete text sectionalized for placing on the web for downloading.

To date 949 copies of this manual have been distributed.

Eleven Baltimore County schools potted 4600 seedlings for their growing out stations.

A total of sixteen schools and communities received the PLANT Award.

Over 1100 trees were planted for forest buffers at six Baltimore County Parks by six schools and they have adopted these locations for additional plantings and maintenance.

Three students were awarded scholarships to the Forestry and Natural Resource Careers Week.

We coordinate with the Soil Conservation District to promote the Envirothon.

A board member is coordinating with the Forest Service to identify by postal zones landowners who may qualify for CREP, Forest Stewardship, Forest Conservation Management Agreements or Federal Forestry Programs. This is a long-range program, as this activity will only involve one postal zone at a time.

An Urban Forestry Manual for the promotion of "Community Greening Committees" is being developed and will be available in 2002.

 

Challenges:

 

To encourage Conservancies to include in Rural Legacy or other easement programs TSI in Forest Stewardship Plans or Forest Conservation Management Agreements.

To assist in the implementation of  Govenor Glendening’s “Forestry Task Force Report” particularly:

1.

Chapter 2 “Public/Private Role in Sustainability”- Recommendation #4 active Forest Stewardship plans on all DNR public lands and #7 Funding for Forestry Boards.

2.

Chapter 3 “Incentives for Stewardship”- Recommendation #9 Financial incentives to private landowners to encourage retention and management of their forested lands.

3.

Chapter #4 “Renewable Natural Resource Investment Priority”- Recommendation # 17 to promote an understanding of the environmental benefits attendant to forest management on privately owned lands.

4.

Chapter #5 “Maryland’s Future Forest Legacy”- Recommendation #20 Education and #23 Expand Forest Stewardship Program.

5.

Chapter # 7 “Urban Forestry”- Recommendation #28 develop a guide for restoration of urban forests and #30 Forestry Boards to provide input into green infrastructure plans.

We would like to see the responsibility for the management of forests, open space and personnel now assigned to this activity returned to the Forest Service.

 

Volunteer Hours:

 

Forestry Board members volunteered 2053 hours they are: Richard Anderson, Kathy Olver- Brauer, Betty Christopher, William Christopher, Theresa Guckert, Carol Lancaster, Mario Mancini, Melvin Noland - Chairman, Joseph Nuse, Barbara and Richard Penhallegon, Sam Saltsman, Charles Smith, Lucy Wright, Robert Prenger - DNR.

The outstanding acceptance of the programs offered by the Board is a tribute to their dedication and hard work.
